What a load of rubbish! Every country in the world attachs conditions to the issue of visas. Citizens of certain countries have abused, by overstaying, working illegally, etc, visitorss' visas for a number of countries. Citizens of India, China and Russia, among other countries, have earned such a reputation, anyone who qualifies for a visa will have their visa application approved, if they do not the application will be rejected and rightly so. If an individual is a bona fide visitory they should not have any which are no more onerous than the requirements of any other European country, the United States, Australia or New Zealand, to name but a few.
